The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is seeking a Technical Advisor for HIV Case Finding to support the US Military HIV Research Program (MHRP) located on Rockledge Drive in Bethesda, MD. HJF provides scientific, technical and programmatic support services to MHRP.

The incumbent is responsible for assisting the Technical Director, Prevention and Behavior in providing technical support in the execution and monitoring of HIV Case Finding, behavioral and prevention interventions and research for the Medical Affairs team, Department of International HIV Prevention and Treatment (IHPT) to support the prevention, care, and treatment initiatives executed overseas (OCONUS) by the Walter Reed Army Institute of Research (WRAIR), U.S. Military HIV Research Program (MHRP) under funding provided by President’s Emergency Plan for AIDS Relief (PEPFAR). In this role, the incumbent will provide technical assistance to the execution of a case finding and prevention portfolio spanning bio-medical and behavioral interventions. The individual may serve as an investigator for selected IHPT research projects in addition to working with country teams to develop and execute small- and large-scale program evaluations and research studies. The incumbent’s technical skills may be leveraged across MHRP-wide research protocols, as needed.

Responsibilities:

  1. Serve as an IHPT testing lead for the development and implementation of evidence-based programmatic approaches for case finding through targeted testing (optimized provider-initiated testing, index testing, targeted community testing).
  2. Ensure that HIV testing and linkage activities are implemented across MHRP PEPFAR programs with fidelity, and that program targets are achieved.
  3. Provide technical assistance related to community-based management of HIV strategies and approaches to advance HIV case finding and referrals.
  4. Support the building of an evidence base by documenting HTS program results, disseminating them and applying lessons learned to improve programming approaches.
  5. Support development, timely submission and tracking of annual work plans and budgets for HIV case finding.
  6. Review the technical quality of activities in field programs by conducting site visits, meeting with implementing partners and reviewing work plans and program results.
  7. Represent DoD MHRP as an Implementation Subject Matter Expert or in other capacities relating to technical area if appointed to do so by MHRP PEPFAR program Deputy Principle.
  8. Represent DoD on interagency TDYs to support technical area as required.
  9. Support countries to monitor program performance and quality, ensuring PEPFAR targets are met and service delivery meets quality and safety standards.
  10. Analyze, synthesize and interpret program data and promote data-driven responses and best practices to improve HIV/AIDS programming.
  11. Facilitate sharing of best practices across programs.
  12. Maintain knowledge of current public health, scientific, social science, and medical literature related to HIV case finding.
  13. Provide collaborative assistance to other program personnel and research scientists that require the incumbent’s expertise.
  14. Support the development and delivery of relevant presentations, reference materials, reports, peer-reviewed literature and other documents.
  15. Support the planning, coordination and implementation of technical meetings.
  16. Any other task as assigned by the TD.

Required Knowledge, Skills, and Abilities:

  • HIV/AIDS programmatic experience, preferably with PEPFAR-funded programs.
  • Experience in HIV Case Finding (counselling, testing, index testing, provider initiated testing and other modes of HIV testing).
  • Proficiency with Microsoft Office software (Word, Excel, PowerPoint).
  • Experience working with statistical packages such as SPSS or STATA is desirable.
  • Demonstrated capacity for intercultural and interpersonal relations.
  • Must be fluent in oral and written English.
  • Ability to work independently with minimal supervision.
  • Excellent analytical, written, and oral communication skills.
  • Ability to travel internationally (estimated 30% time).

Minimum Education/Training Requirements: Bachelor’s Degree Required. Master’s degree in public health or international development preferred.

Minimum Experience: 6 to 8 years of experience related to behavioral, prevention and operational topics in the area of HIV/AIDS. International work experience is preferred.

Physical Capabilities: Incumbent will be based in Bethesda and travel to program sites in Kenya, Nigeria, Tanzania, and Uganda, as required, sponsored by MHRP to assist program personnel or provide TA to all USG sites as part of inter-agency ISME activities.

Supervisory Responsibilities/Controls: Incumbent will work under the supervision of the Technical Director for Behavior and Prevention.
